The hill states become Mughal tributaries

Akbar brought the hill chiefs into the imperial system: they paid tribute, sent sons as hostages to court, and served in Mughal campaigns. Kangra's plains territory — the Rajgiri tract of 66 villages — was resumed, and Raja Jai Chand of Kangra was imprisoned. Todar Mal carried out the settlement.

The pattern held for a century and a half: internal autonomy in exchange for tribute and troops. It is the same bargain the British would later formalise in sanads.
