Himalayan Hill States Regional Council formed at Mandi
Representatives of the hill states met at Mandi from 8 to 10 March 1946 and constituted the Himalayan Hill States Regional Council, with Dr. Y. S. Parmar as president and Pandit Padam Dev as secretary. Its demand was a single administrative unit for the hill states — the political idea that became Himachal Pradesh.
A second session at Sanjauli (Shimla) pressed the case, and the Solan convention of 26–28 January 1948 resolved on merger.
