Key Himachal Legislation
Land
- HP Tenancy and Land Reforms Act, 1972 — the central land law. Section 118 bars the transfer of land to a non-agriculturist without the state government's permission. It is the most politically and legally significant provision in Himachal's statute book, credited with preventing the sale of the hills to outside buyers.
- HP Ceiling on Land Holdings Act, 1972.
- HP Village Common Lands Vesting and Utilization Act, 1974 — vested shamlat common lands in the state.
- Nautor rules — the grant of government waste land for cultivation or housing.
Governance and rights
- HP Public Service Guarantee Act, 2011 — a named syllabus item. It guarantees time-bound delivery of notified public services, designates Designated Officers, provides first and second appellate authorities, and imposes penalties on officials for delay, with compensation to the applicant. Himachal was among the early states to enact one after Madhya Pradesh (2010).
- HP Lokayukta Act, 2014.
- HP Right to Information machinery under the central RTI Act, 2005.
- HP Apartment and Property Regulation, and the Town and Country Planning Act, 1977.
Environment and welfare
- Ban on polythene — Himachal was the first state to ban plastic carry bags (2009) and later thermocol cutlery.
- HP Forest (Conservation) rules and the 1980 central Act, under which HP's green-felling ban since 1980 operates.
- Welfare flagships to be able to name: HIMCARE, Sahara, Shagun, Mukhya Mantri Grihini Suvidha Yojana, Jal Rakshak. Verify which are current before the exam.
